Currently, users who want to suggest a translation for a plural form must create an ICU message on their own, without any utility to preview it. The goal of this task is to give translation contributors a way to preview their suggestions before posting.

Enable anonymous or open contributions for Public Suggestions to simplify the submission process for non-technical users.
