Add plural forms utilities in public suggestions page

Currently, users who want to suggest a translation for a plural form must create an ICU message on their own, without any utility to preview it. The goal of this task is to give translation contributors a way to preview their suggestions before posting.

We added a simple form for non-technical users to make it easier for them to suggest and fill in translations for public suggestions. I've marked the task as complete, but we will look into further improvements in upcoming updates! 😊

This is a must have features for contributors.
Having to edit ICU messages is very awkward, most users have never heard of it, and it's too easy ending up with an invalid message.
At the moment the translation screen doesn't even highlight plural translation keys. Other translation services clearly highlight keys that are "plural capable".
In my opinion contributors should never see the ICU message, only translation fields for the correct pluralization forms of the corresponding language. The current contribution screen for pluralization messages is too "low level", suitable  for developers or technical translators, but not for end users trying to help improving translations.
Many languages only support "one" and "other", or a subset of all possible pluralization forms. For example, when translating English or German, there's no reason a user should be able to introduce an invalid "few" form.
