Permissions can be given globally, per language, per tag or per customer. On customer-level, the available options are "Hide" or "Edit".

I request to add a third: "View only" (first screenshot).

This would allow users to see certain customer translations without being able to edit them. For languages, there are already all three options availble (second screenshot).
